Son pr\u00e9sident, Erl\u00e9 Boulaire, insiste sur la n\u00e9cessit\u00e9 imm\u00e9diate d&rsquo;un <strong>\u00ab\u00a0plan pour bloquer le plus vite possible les prix du gasoil et du GNR\u00a0\u00bb<\/strong>. Il d\u00e9nonce une augmentation de trente centimes en trois jours, soulignant que <strong>\u00ab\u00a0le gasoil d&rsquo;aujourd&rsquo;hui n&rsquo;est pas pass\u00e9 par le d\u00e9troit d&rsquo;Ormuz hier\u00a0\u00bb<\/strong> et accuse des sp\u00e9culateurs de profiter du conflit. Boulaire cite des exemples concrets : une pelle de 20 tonnes consomme 20 litres par heure, g\u00e9n\u00e9rant un surco\u00fbt de six euros par heure ; une entreprise a pay\u00e9 3 000 euros de plus pour deux cuves de 5 000 litres en quatre jours. Il avertit que d\u00e9marrer les machines deviendra bient\u00f4t \u00ab\u00a0un luxe\u00a0\u00bb, mena\u00e7ant la p\u00e9rennit\u00e9 des entreprises.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-family: arial, helvetica, sans-serif; font-size: 14pt;\">De son c\u00f4t\u00e9, Guillaume Le Michel, dirigeant de l&rsquo;entreprise Pouligot \u00e0 Pl\u00e9rin (C\u00f4tes-d&rsquo;Armor), qui emploie 17 personnes et op\u00e8re 10 pelles, calcule un surco\u00fbt mensuel de 3 000 euros pour 9 000 litres de GNR. Il cumule les difficult\u00e9s : une m\u00e9t\u00e9o d\u00e9favorable a ralenti les chantiers, les \u00e9lections municipales bloquent les march\u00e9s publics, et maintenant cette flamb\u00e9e. <strong>\u00ab\u00a0Le premier trimestre 2026 ne va pas \u00eatre bon pour les tr\u00e9soreries\u00a0\u00bb<\/strong>, regrette-t-il, craignant une cascade d&rsquo;impacts sur l&#8217;emploi et l&rsquo;activit\u00e9 locale.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-family: arial, helvetica, sans-serif; font-size: 14pt;\">La CAPEB 22 pointe aussi la Taxe Int\u00e9rieure de Consommation sur les Produits \u00c9nerg\u00e9tiques (TICPE) en hausse continue, exigeant son plafonnement via le r\u00e9tablissement de la TICPE flottante pour \u00e9viter une <strong>\u00ab\u00a0double peine\u00a0\u00bb<\/strong> avec la TVA non r\u00e9cup\u00e9rable. Sans mesures rapides, les entreprises menacent de mobilisations <strong>\u00ab\u00a0par tous les moyens l\u00e9gaux\u00a0\u00bb<\/strong>, indiquant une frustration croissante vis-\u00e0-vis de l&rsquo;\u00c9tat.<\/span><\/p>\n<p style=\"text-align: justify;\"><strong><span style=\"font-family: arial, helvetica, sans-serif; font-size: 14pt;\">Analyse structurelle<\/span><\/strong><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-family: arial, helvetica, sans-serif; font-size: 14pt;\">La Bretagne, pays p\u00e9riph\u00e9rique de l&rsquo;Hexagone, subit de plein fouet les retomb\u00e9es d&rsquo;un conflit lointain au Proche-Orient. Le d\u00e9troit d&rsquo;Ormuz, par o\u00f9 transite 20 % du p\u00e9trole mondial, est vuln\u00e9rable aux tensions iraniennes, amplifiant la sp\u00e9culation sur les march\u00e9s. Cette d\u00e9pendance \u00e0 l&rsquo;importation expose la Bretagne \u00e0 des chocs externes, o\u00f9 des \u00e9v\u00e9nements g\u00e9opolitiques \u2013 comme la guerre en Iran \u2013 impacte l&rsquo;\u00e9conomie bretonne sans que la Bretagne n&rsquo;ait de voix au chapitre. <\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-family: arial, helvetica, sans-serif; font-size: 14pt;\">La Bretagne repose massivement sur les \u00e9nergies fossiles import\u00e9es, avec peu d&rsquo;autonomie. Les entreprises de TP et d&rsquo;artisanat consomment du GNR pour des engins lourds, sans alternatives viables imm\u00e9diates. La Bretagne produit seulement 10-15 % de son \u00e9nergie, d\u00e9pendant des importations via Rotterdam ou Le Havre. Cette vuln\u00e9rabilit\u00e9 est exacerb\u00e9e par l&rsquo;absence d&rsquo;infrastructures robustes : pas de raffineries majeures, et un r\u00e9seau de distribution sensible aux fluctuations globales. <\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-family: arial, helvetica, sans-serif; font-size: 14pt;\">\u00c9conomiquement, les PME bretonnes sont fragiles, avec des marges \u00e9troites et une d\u00e9pendance aux chantiers publics. La m\u00e9t\u00e9o atlantique impr\u00e9visible ralentit d\u00e9j\u00e0 les travaux, et les \u00e9lections municipales (comme en 2026) g\u00e8lent les appels d&rsquo;offres. Ajoutez une hausse de 30 centimes sur le carburant, et les tr\u00e9soreries fondent : surco\u00fbts de milliers d&rsquo;euros par mois menacent l&#8217;emploi (17 salari\u00e9s chez Pouligot, par exemple). <\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-family: arial, helvetica, sans-serif; font-size: 14pt;\">Socialement, cela frappe une \u00e9conomie bretonne o\u00f9 le b\u00e2timent repr\u00e9sente 10 % des emplois. La centralisation fran\u00e7aise amplifie ces faiblesses, en ignorant les sp\u00e9cificit\u00e9s bretonnes comme la p\u00e9ninsularit\u00e9 de la Bretagne. <\/span><\/p>\n<p style=\"text-align: justify;\"><strong><span style=\"font-family: arial, helvetica, sans-serif; font-size: 14pt;\">Le point de vue national breton<\/span><\/strong><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-family: arial, helvetica, sans-serif; font-size: 14pt;\">Cette crise illustre la marginalisation persistante de la Bretagne par l&rsquo;\u00c9tat fran\u00e7ais. Paris impose des taxes comme la TICPE sans \u00e9gard pour nos r\u00e9alit\u00e9s : un pays agricole et maritime, d\u00e9pendante des transports, paie au prix fort le co\u00fbt des aventures g\u00e9opolitiques fran\u00e7aises au Moyen-Orient. La Bretagne, pourtant riche en potentiel renouvelable (vents, mar\u00e9es), est maintenue dans une d\u00e9pendance \u00e9nerg\u00e9tique par le gouvernement fran\u00e7ais. Les sp\u00e9culateurs \u00ab\u00a0qui en profitent\u00a0\u00bb, comme le dit Boulaire, sont souvent des multinationales fran\u00e7aises ou europ\u00e9ennes, qui pillent cyniquement nos entreprises. Cette flamb\u00e9e n&rsquo;est pas un accident, mais le sympt\u00f4me d&rsquo;un syst\u00e8me hexagonal qui emp\u00eache la Bretagne de d\u00e9finir sa strat\u00e9gie \u00e9nerg\u00e9tique et \u00e9conomique. \u00a0Sans ind\u00e9pendance, et d\u00e9j\u00e0 une forte autonomie, les Bretons resteront vuln\u00e9rables aux d\u00e9cisions parisiennes.<\/span><\/p>\n<p style=\"text-align: justify;\"><strong><span style=\"font-family: arial, helvetica, sans-serif; font-size: 14pt;\">Solutions concr\u00e8tes<\/span><\/strong><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-family: arial, helvetica, sans-serif; font-size: 14pt;\">Pour contrer cela, des mesures imm\u00e9diates et structurelles s&rsquo;imposent. <\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-family: arial, helvetica, sans-serif; font-size: 14pt;\">\u00c0 court terme : bloquer les prix du gasoil et GNR via un d\u00e9cret, comme exig\u00e9 par la CAPEB, et r\u00e9tablir la TICPE flottante pour plafonner les taxes (\u00e9conomie estim\u00e9e : 5-10 centimes\/litre). Subventionner les PME bretonnes via un fonds breton d&rsquo;urgence (10 millions d&rsquo;euros pour les C\u00f4tes-d&rsquo;Armor), financ\u00e9 par une surtaxe sur les profits des p\u00e9troliers. <\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-family: arial, helvetica, sans-serif; font-size: 14pt;\">\u00c0 moyen terme : acc\u00e9l\u00e9rer la transition \u00e9nerg\u00e9tique en s&rsquo;appuyant sur les propositions du programme \u00ab\u00a0Breizh 2035\u00a0\u00bb du Parti National Breton, visant une autonomie \u00e9nerg\u00e9tique \u00e0 100 % d&rsquo;ici 2040. Pour cela :<\/span><\/p>\n<ul>\n<li style=\"text-align: justify;\"><span style=\"font-family: arial, helvetica, sans-serif; font-size: 14pt;\">Investir dans un mix \u00e9nerg\u00e9tique diversifi\u00e9, incluant 300 turbines hydroliennes marines assembl\u00e9es \u00e0 Brest pour produire 5 TWh (23 % du mix), et l&rsquo;\u00e9olien flottant offshore en co-entreprise avec l&rsquo;Irlande pour 4 TWh (18 %), tout en d\u00e9mantelant les \u00e9oliennes terrestres pour pr\u00e9server les paysages. <\/span><\/li>\n<li style=\"text-align: justify;\"><span style=\"font-family: arial, helvetica, sans-serif; font-size: 14pt;\">D\u00e9velopper des biocarburants locaux via une fili\u00e8re HVO bretonne (usine de raffinage \u00e0 Donges ou Lorient transformant 1,2 million de tonnes de colza en 500 millions de litres de biocarburant pour camions et navires) et trois fermes pilotes d&rsquo;algues-SAF en Baie de Saint-Brieuc, Rade de Brest et Golfe du Morbihan, produisant 50 millions de litres de carburant a\u00e9rien durable, r\u00e9duisant ainsi la d\u00e9pendance aux importations de plus de 30 % d\u00e8s 2035. <\/span><\/li>\n<li style=\"text-align: justify;\"><span style=\"font-family: arial, helvetica, sans-serif; font-size: 14pt;\">Cr\u00e9er 10 000 emplois verts en tech et innovation, avec une formation professionnelle gratuite en \u00e9nergies marines renouvelables et une pr\u00e9f\u00e9rence de 30 % pour les entreprises bretonnes sur les march\u00e9s publics. <\/span><\/li>\n<li style=\"text-align: justify;\"><span style=\"font-family: arial, helvetica, sans-serif; font-size: 14pt;\">Soutenir ces initiatives via un r\u00e9seau de 200 stations BioGNV aliment\u00e9es par 800 unit\u00e9s de m\u00e9thanisation agricole, financ\u00e9 par un Pacte Bio\u00e9nergies 2040 \u00e0 150 millions d&rsquo;euros par an. <\/span><\/li>\n<\/ul>\n<p style=\"text-align: justify;\"><span style=\"font-family: arial, helvetica, sans-serif; font-size: 14pt;\">\u00c0 long terme : instaurer une souverainet\u00e9 \u00e9nerg\u00e9tique totale via la cr\u00e9ation d&rsquo;un \u00c9tat breton ind\u00e9pendant, avec gestion locale des taxes et redevances sur les \u00e9nergies marines (1,5 milliard d&rsquo;euros par an pour alimenter un Fonds souverain de 50 milliards d&rsquo;euros d&rsquo;ici 2040). <\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-family: arial, helvetica, sans-serif; font-size: 14pt;\">Le PNB propose des consultations populaires pour les d\u00e9cisions constitutionnelles, inspir\u00e9es des mod\u00e8les \u00e9cossais, afin de contr\u00f4ler pleinement nos ressources et d&rsquo;\u00e9viter toute d\u00e9pendance \u00e0 des \u00c9tats \u00e9trangers. <\/span><\/p>\n<p style=\"text-align: right;\"><strong><span style=\"font-family: arial, helvetica, sans-serif; font-size: 14pt;\">Budig Gourmaelon<\/span><\/strong><\/p>\n","protected":false},"excerpt":{"rendered":"<p>La guerre en Iran, qui perturbe les routes maritimes strat\u00e9giques comme le d\u00e9troit d&rsquo;Ormuz, a provoqu\u00e9 une hausse brutale des prix des carburants dans l&rsquo;Hexagone.
